The legion and NCR are just a toss-up for who will crumble first House or independent Vegas are the better options. I would argue both the legion and NCR are short-term Solutions. Anyone who succeeds Caesar will probably have assassination attempts on their lives or lead the legion to its Doom. Unless The Courier becomes his successor. However once Caesar dies the legion is over. Everyone under the NCR rule seems miserable by the time New Vegas happens and hates their own government for its expansionist agenda. Corrupt organizations and bureaucrats can kill whoever they want and you have trading companies wiping each other out for a monopoly on trade. If the NCR had better leaders they would hands down be better than the legion but everyone from Legion territory who isn't a Slave describes the territory as incredibly safe and well operated. He most likely kills himself if he loses the Hoover Dam. President Kimball is an expansionist with an ego bigger than the territory the NCR controls. General Oliver is a slimy Glory seeking backstabber who will take all the credit for his soldiers work when he's truly a coward. I genuinely despise General Oliver so much that I struggle to pick the NCR in any playthroughs and only really did it for the achievement. My man argument for the legion being better than the NCR is Caesar is a better leader than President Kimball and general Oliver.
